As far as I know, a bug is a seperate WIT and it is linked to a specific build. In this WIT you can also specify in which build the bug has been resolved.
Because it is a seperate WIT does not mean that you cannot create Product Backlog Items for bugs. Assume that you come across a minor bug and assume that fixing it takes for some reason an estimated ideal 4 days of work in a 1 week iteration can have a serious impact on the planning. It is the customer that has the prioritize it. So even if the Scrum for Team System Process Template has a Bug Work Item Template does not mean that you should suddenly stop working with Product Backlog Items and Sprint Backlog Items for all your tasks.
