Hard to find bugs to associate with builds

There is kind of an issue With Bugs as they dont have an Assigned to field, it makes it kind of difficult to associate a bug with a code checkin so that when the build is created the "Fixed In" Field will be filled in. Further the root problem of the bug does not show up on any of the build reports. If you only have your developers associate the SBIs assigned to them you send a build report to QC with lots of disjointed info on it.
I think we will have to create a new query that includes all SBIs and Bugs. We ended up adding and Assigned to field to the bug form but I think that by default there should be a query that contains all My SBIs and all Bugs for the Team project Not deleted. Looking for commentary or clarification on that? Further I think that all devs shoud be associating Bug code with SBIs and Bug WIs.
