I, as a user, would like the forum to display the "thread-navigation-bar" ( Page 1 of 2 (19 items) 1 2 > ) also at the top of the page, so I can use the navigation without having to scroll the page first.

A valid and justified request. Unfortunately, this web site forum runs on an old, cranky, outdated instance of community server. This old software resists all atempts to improve and fix it. After many attempts by several developers, we can still not get it show the full post creation tools on any browser other than firefox.
So the chances of being able to update this old stubbon site to show the breadcrumb trial at the top of the thread is unlikely.
