Installation fails creating registry entries for RebuilderService

I'm encountering a similar problem to post:

When running the install it stops and displays the failed install dialog dusing the Register RebuilderService step. Looking in the log, I found the following entries:

Action start 13:27:38: RebuilderSetupInstall.Execute.
CAQuietExec:  Error 0x8007006d: Failed to read from handle.
CAQuietExec:  Error 0x80070001: Command line returned an error.
CAQuietExec:  Error 0x80070001: CAQuietExec Failed
Action ended 13:29:19: RebuilderSetupInstall.Execute. Return value 3.
Action ended 13:29:19: INSTALL. Return value 3.

Running the RebuilderSetup.exe located at C:\Program Files\Conchango\Scrum for Team System\tools creates the settings OK.

I'm running the setup while logged in as SA_TFSSETUP, which is the setup account used while installing TFS. I have temporarily disabled the on-access virus scanner (McAffee). I can accces the ReportServer URL listed in the previous post, and get the login info back as XML.

Our TFS installation is a dual tier installation (IIS/Sharepoint/Reporting Services on App tier, SQL server on data tier).
What am I missing?
